Is there any law that states the maximum temperature that a restuarant kitchen may reach?

yes, but it is a scientific - rather than statutory - law. As far as regulations are concerned, there may be an OSHA reg. Do u know the difference between a regulation and a law? One may presecute a law herself; a regulation takes a governmental agency's involvement.
