Legal Question in Employment Law in Pennsylvania

Is it true that attempting or conspiring to break any law is also a crime? Specifically, in PA it is unlawful for a employer to charge a employee for a drug test which is a condition of employment. I'm assuming this also means that the employer cannot place on an employment application a request for the prospective employee to pay those charges.

It is true that attempting to commit a crime or conspiracy to commit a crime both are crimes under the PA criminal code. However, an employer certainly is permitted to charge an employee for a drug test as a condition of employment.
