Renter's Rights

We are renting a house. My question to you is what are our rights concerning the yard to the house we rent. I have call the dog catcher on a neighbor next door. Her dog comes in to our yard and does her business in it. The dog has attack my dog twice, and my sister dog once. My dog is a in house dog and I take her out when needed. Anyway the neighbor told my landlord that I report her because her dog was over here. My landlord's wife told me today that the yard isn't mine yard - its her husbands yard. She said I was to remember whos yard it is and not to make such a fuss over dog dodo. Well excuss me but we pay rent and use the back yard. Am I suppose to keep cleaning up the neighbor's dog's business and not say anything. Also the law in Pa. for dogs is that your dog must be contain on your property. I have reported this neighbor 3 times and to this day the dog still runs wherever it pleases to. Because of this we are looking for a place to move to. I would like to tell the landlord that he is wrong about the yard. That as a renter I do have rights. But do I or is he right?

Unless the lease specifically excludes the yard, you are renting the yard along with the house and as such during your tenancy you have the right to free enjoyment of it.
