His fence will prevent me from maintaining my property

My new neighbor had a survey done that says he owns up to 7 inches off the side of my house. When I bought my house in 1995, the gas meter was already installed on this side of the house. The meter extends 10 inches off the side of the house. My new neighbor wants me to have the meter/line moved. This is very costly and I cannot afford to do this. Also, he wants to put up a fence right on the proprty line. If he puts up a fence 7 inches off the side of my house, it will pervent me from accessing my french drain, downspouts, cellar windows, cement block and siding on that side of the house. My question is two fold. 1) do I have adverse possession for this gas meter and 2) is he allowed to prevent me from maintaining and repairing my home. Thank you.

Your period of ownership does not qualify for adverse possession. However, if the meter has been there for a period of time before your purchae the combined time may. Also, local building codes may specify how close a fence may be built ot neighboring property. You should contact a lawyer to discuss you matter. I offer free consultations.
