Who really owns it

My husband and I recently bought a property at a tax sale,and are really unsure as to if we really own it,the director explained it as if what ever is on the land we bought it,what ever debts are owed we bought it,but then after talking to the people at the tax claim office, it seeems as thou,the people who live on the property, can despute the sale,and we are out the money,so I am wodering who owns the land and the building NOW? what rights do my husband and I have? & what about stuff(old vechiles, etc..) who now owns them. who notifies the people on the land,that their land & building have been sold? can you please provide me with some information. The way this sale was explained, it just seems like we paid these peoples delinquent taxes,and are going to get nothing in return?
