can we legally sign over our small business to our selves and to interested buyers that have half of the money. They want to have it deeded over to them so they can get the remaining money

Sure whether that is a wise move is another question.
Businesses don't have deeds real property does. Given that fact alone it may be wise to consult an attorney. Especially if the other party says you don't need one. If they say that then you will do need an attorney and fast.
