Am I required to use FMLA when I can't do OT?

Towards the end of last year, I had used all of my FMLA and personal vacation time. My doctor has restricted me from working over 40 hours. My company called for a ''mandatory overtime day''. I was unable to work this, and was penalized, because I had no FMLA time to cover this ''mandatory 6 hours''. If I am restricted by my doctor to work no more than 40 hours, should I be penalized for this time?
