Paid time off (PTO)

PTO hours were accrued from hire (mid-'06) at a rate of 4.67hrs per pay period (bi-monthly) until mid-2008 at which point no memos were issued, just a statement made in an alleged phone call about moving to ''trackless'' PTO & balances over 80 hrs would not carry forward; and my 168 accrued hours just vanished. Now at separation they refuse to pay me any PTO as they claim all those hours went away when the announcement was made during the phone call sometime in Spring '08. I accrued those hours and didn't use them, so shouldn't the company be obligated to pay me for them?
