Traffic accident with injuries

My mother was the passenger in a car. The driver of the car she was riding in was at fault and cited for running a stop sign and speeding. My mother is in the hospital with several broken bones including her neck. The lady at fault appears to have no insurance. At least that is what she says. If, she has no insurance is there any recourse for seeking damages from her
