Legal Question in Bankruptcy in Texas

A collection agency somehow got my next door neighbors phone number, called him and said they were looking for me. Is this legal?

There is nothing illegal in it as they are trying to locate you. However, your neighbour can easily ask them not to bother him. They can't force him to do anything without his wishes.
