Legal Question in Family Law in Texas

My wife's ex husband has been harassing her. He will send annoying texts, phone calls, sends email after email asking pointless questions just to annoy her, followers her around town enough for her to call the police and have a police officer follow her home, and is now calling the tenants of my wife's rent house and telling them that she is missing payments and that they will have to move out soon. When we talk to the police, all they ask is if he has threatened her, which he has not. How much evidence do we need to file harassment charges? What can we do about him harassing her all the time?

Texts, phone calls, and email: Block him. That's easy.

Following her: Ask the police if his following her amounts to stalking.

Calling renters: File a motion for an injunction against him doing that.
