In the case of a civil law suit, can a person

be forced to submit his own fingerprint to

prove liability?

Usually this is considered a matter for discretion of the court depending upon relevancy, etc. If identity is in question, in most states the answer to your question is "Yes."

If identity is not disputed, then the answer is likely to be "No."

That's up to the discretion of the court. If ordered to provide a fingerprint, and you refuse, the court will assume that the refusal proves up the liability.
