Permissible Uses of Social Security Numbers by Employers and Third PArties

Are there any statutes, Federal or State, addressing permissible uses of social security numbers by employers and third parties? Have any cases, Federal or State, unacceptable uses by third parties? The most applicable fact pattern is using temporary employee's number as a sign-in code (where the temp's employer is a temporary agency).

The use/misuse of the SSN is covered in part by the federal Privacy Act, which basically provides that the only agencies legally authorized to demand the number are IRS, SSA, MVD and banks. All others have no legal authority, and most will back off if you refuse to provide the number.

It is a crime for governmental agencies who are not authorized to demand the number to fail to provide services unless the number is furnished.
