Workmans comp , Why they wont help?

my name is--name removed--and a few years ago my mother injured her back. Her company sent her to a workmens comp doctore. He took one look at me and my mother seeing that we were both over weight. He barley even touch my mothers back in the examing room. When i tried to ask him why he wasnt going to do any exrays he told me that i was not a doctore and did not need to worry. Well a year later after my mother spent a few weeks out of work, she went back to the same heavy lifting and reinjured her back. This cuased the diskes inher lower back to constricte and cause a second injery in her neck. Now today they are say that one has nothing to do with the other. My mother has lost parcial use of her left side because the discks in her neck are pinching a majore never. The workmans comp is not wanting to pay her salary for being out of work. They are cutting her money of the first week of september. What can my mother do to make them understand that it is the law for them to compansate her for both of her injureys? Since two years later they still have not done any surjery to correct either one of them.
