in va can i sue the parents for the damage done to my car when stolen by juveniles?

Yes, so long as the minor live with the parents being sued, and you show that the damage to your property was willful or malicious. The maximum recovery is limited to $2500 by statute (8.01-44, Code of Va.) You also have a cause of action against the minor(s), but that has different hurdles and may be worthless,depending on whether there are any assets.
