grandmother death
My grandmother passed away. Who is responsible to pay phone, cable, and electrically bill or anyone. She had no will or life insurance.

Some family member needs to apply to the local probate court to be appointed administrator of your grandmother's intestate(no will) estate.
This person will then have the authority to do the things which you've mentioned and to take care of any other financial and/or inheritance matters connected with your grandmother's passing.
