can a divorced parent from washington take a custodial child for interstate travel without the other parent's permission?

It depends on what the parenting plan says. I write them so that if either parent goes out of state with the child, they need to first give advance notice to the other, and include information such as where they are going, hotel they are staying at, etc. If the custody orders are silent, then yes, either parent may leave on their assigned time with the child. I think the wiser practice is to amend the parenting plan to put in language that goes both ways, so that both parents know where the child is at all times in case of emergencies. After all, the last thing you want to do is turn on the news and see your child in a hurricane in Florida, and you never even knew they were going there.
