92 year old Mom did not sign a POA

I am the only child of a 92 year old woman whom I have taken care of for 37 years and never filled out a POA. She is now in a nursing home since 02/07 was determined to be incompetent by her doctor and Dept of Health and Human Services.

Both of our names appear on the deed to our property, however, I cannot get a debt consolidation loan because there is no POA. She cannot sign and there is no one appointed as yet. I was told today by an attorney that I would have to wait until her death and then the state would put a lien on this property.

Is there anything I can do to get a debt consolidation loan without her ?
