Legal Question in Civil Rights Law in Pakistan

i am getting random calls from unidentified numbers like some times starting from +23, +38, +669, +79, +26. All these calls are voip calls (voice over internet protocol) that has no sim connection actually. these calls r done from computer and internet. someone in pakistan is doing but i am unable to trace the calls. I wanna ask that to whom should I complain now as police says this is FIA cyber crime jurisdiction and IA says that give application to police. Both are not entertaining my application. Can you plz guide me that where to give the application? thanks
