Legal Question in Criminal Law in India

In 2000 a false case was registered against me in kanpur by a person staying in my area under IPC 324 with a false medical report and two false witness(who did not belong to that area but 7 km far from that area,actually they are his friends)out of the two one of the witness had already withdraw his name from the case at the initial stage.The case has been running in the session court of kanpur since then and i am staying with my parent in delhi since 2001, however on approx every date i presente before the court but that party had not appeared till 2012.in 2012 when we changed our lawyer and he preceeded the case,the victim(as per fir) appeared before the court,victim was cross questioned by my lawyer and he made many mistakes/loop holes in his statements.now after that court has issued several notices then bailable warrant against the other witness ,the doctor and the police personals but nobody has appeared now on aug'13 court has ordered NON bailable warrant against them still nobody has appeared before the court.On answering to court's notices the govt. hospital administration said (in written) that as per hospital record no such doctor exist whose name is mentioned in the medical report(the one who had made the medical report),however the investigating officer(police) had mentioned in the chargesheet that he had taken statement from that particular doctor -:

(1) if they will not appear then what will happen?

(2) As per hospital administration no such doctor exist in their records,it implies that the false medical report was made and it also implies that the police (IO) was also involved in this forgery case ,how can be the police (IO) and the victim get punishment for this forgery? or what can be done from my side legally to get these people punished for their wrong deeds ?
