Can I gift a flat to my brother who already has his own house?will he pay any gift tax ?thank you

Dear Sir / Madam,
You can certainly gift a flat which is in your name to your brother vide a registered Gift Deed even if your brother already has his own house. The Gift Tax liability is on the donor.
