Legal Question in Immigration Law in

my uncle filed for my mother F4 in 2003 and now prob. is my uncle forgot to change address. on 12 Aug 2010 some letter came from imm. office but due to address was not change letter return and file closed so can we reopen this file and which date they consider i.e. 2003 or 2011. please reply me soon. Thank You
