If you wish to apply for a Visitor's visa to the United States, you need to complete your visa application form online (and any other forms, if required by US embassy), then pay a visa fee and apply for a visa. You may want to review information on the US consulate's website.

Invitation from an American friend is secondary, as long as you have a legitimate reason for a visit and can prove strong ties to your home cuntry of Monaco (meaning that you plan to return to Monaco after a visit to USA).
