my father booked one flat in society,unable to pay future payments. transfer as per request of society in the name my brother on plain request letter..agreement regd in the name of father.letter was accepted by the society.furute corrspondences was in the name of my brother,letter of allotment hare cert all in the name of my brother.now my query is whether my brother can sell flat

no if the registry is in your fathers name he cant sell it.

Dear Sir / Madam,
If the name of your father exists on the record of the Tahsildar / District Registrar, your brother cannot sell the flat without your father's consent.
