Legal Question in Real Estate Law in India

My father had purchased 3500 sq ft land 30 years ago. Till 2012 that was under gram panchayat. Later it came under BBMP limits. Now Govt has ordered to pay Betterment charged and get the land converted into BDA Site.

My Father has 4 children,i.e 3 daughters and 1 son.

My Elder Most sister got married to a inter cast family and left us 25 year ago. till now she has not come .

My father Expired 3 years ago and my mother Just 3 months ago. Neither my Father nor my mother had done will. Now we want to divide the property among 3 members. Thats me , my Brother and my sister. According to law even Daughters have Right over father's Property . Now my question is that , will my Elder most sister also have Right on my fathers property? Since we took care of our parents at their Last Days and from past 25 years we do not want to share property with her. Is there any possibility to do that in legal way? T

o sell that land should she also sign NOC.

Please let me know at the earliest

all the siblings will have a right in the property .They can give up their share by giving a NOC in favour of the person they want to have their share.
