Legal Question in Real Estate Law in India

I would like to know if i can file a consumer complaint or register a case through lawyer for one of the biggest housing company. I booked an Apt under 20:80 scheme plus additional 1500/- per sqft for this offer. Later, after 6 months they company offered a better scheme 30:70 without the additional 1500/- per sqft. The basic price per sqft hasnt increased yet. when considered this new offer i am losing 1500/- per sqft. I expressed my concern to the builders and asked them to migrate to the new scheme offered to new customers and also told them that i am ready to pay that 10% difference amount for the 30:70 scheme which will save me 1500/- per sqft. i havnt received any reply from the builders from almost 4 months now and they update me with saying that it has gone to the management and they havnt taken any decision yet. Let me know if i am eligible to file a case against this builder if they reject my migration request.
