I am a web site designer and have been asked by clients if it is alright to put a link to a site or a link to a page within a site without their permission? Example can I put a link to any pages of abc, nbc, or cbs web sites on any of the sites I create?

The prudent thing to do, in my opinion, is to obtain written permission to link. In particular, some major companies can be touchy about who links with them.
