Absent father name on birth certificate?

Mother to be is a victim of domestic abuse, not married. Has a restraining order for protection from father of baby. Can his name be left off the birth certificate? In other words, can she say she ''doesn't know'' who the father is. Would he then have to have paternity test to prove he is and pay for that? What are pros and cons of having father named? Father is not emotionally or financially supportive. Father has mental health isses. He has seizures that are not being followed by medical personnel. He would be a danger to the baby and has threatened to kill the child. Thank you for any input.

The mother can say anything she wants to, but the document that states who the father is, is a declaration done under oath. So a false statement is technically a false sworn statement (a criminal offense).
