The right to a speedy trial
I know someone who I know to be
innocent but has been in jail for almost 18 months, been through 2 mistrials and still is without a verdict. Is it normal for the trial process to go this long and is there anything that can be done to speed things up?

No, such is not normal, and other than writing a letter to the judge presiding in the matter, I doubt that there's any way "to speed things up", given the two mistrials which you claim have already occurred.
