if my parental rights were severed can they still charge me child support for that child after the date of the severence?

Generally speaking unless the termination order specifies otherwise, termination of parental rights does not terminate the child support obligation unless/until the child is adopted (e.g. by a stepparent).

Yes. Your obligation to pay child support only stops when the child is adopted.
