How did you come to USA: when and on what visa? What about your mother?

When did your mother married your step-father (and how old you were at the time)?

What country are you from?

Why a step-father never filed the petition for your mother?

Has anyone ever filed the petition for her or you?

You need to explain your situation better and clarify many important facts before an advice can be given.
