Legal Question in Immigration Law in Arizona

I'm Canadian and have a permanante resident alien card. I just applied for a new card, since mine was the older card from the 70's and I'm now required to have the newest one that has an expiration date on it. It could take several months before I officially can get one. Until I can get it, I want to know if I can get child support for my child who is a US citizen and so is her father. Will my application to start the child support enforcement be denied because I still don't have my official Permanete Resident alien card?
