If someone has been deported from the United States, then marries a US citizen while in another country, can that person be brought to the US legally?

It might be possible if an inadmissibility waiver and permission to apply for admission after deportation are granted. In some cases, people can be premanently banned whether married to a US citizen or not. I suggest you consult a good immigration lawyer before making plans to marry and to relocate to the USA.
