It depends on your age and how did you come to USA. Adoption will not make you a USA citizen automatically, however. Even if not adopted by a step-parent, he can petition for you, and depending on how did you enter the USA (on a visa or without, etc), you might be able to apply for a 'green card'/permanent residency in USA.
