Legal Question in Immigration Law in Arizona

My wife and I want to bring my wife's mother from the Philippines to the US and I'm not sure which way would be fastest. Should we bring her on a tourist visa first then process the paperwork for her to stay (how hard is it to get thie tourist visa?) or would it be faster to process the permanent resident paperwork before she comes? She has 8 other children in the Philipines as well as a husband (reason enough for tourist visa?). Also what forms do we need to fill out? Thank you for your time!

Your wife (assuming that she is a USA citizen) has to file the petition, USCIS form I-130, and her mother will need to apply for an immigrant visa at the embassy in Manila.
