Legal Question in Technology Law in Arkansas

The owner of bakery supply in Texas has expressed intent to compensate me financially to aid in settling an insurance claim from an automobile accident. One of the drivers for the man's bakery supply business hit my parked car with is 18 wheeler while making a delivery in a small shopping area in Arkansas. The employer's insurance company totaled my vehicle but the amount they offered will not cover the bills to fix the car, nor will it buy a similar car (year make model mileage). That is why I contacted the owner of the company, who again, has expressed a willingness to pay monies in addition to the insurance settlement. Does his email offer of intent to pay me monies stand as something that's enforceable/binding?
