the real copyright law
I have heard that it is illegal to keep a program you have taped off TV for more than a year. Is this true? And also, what is the policy regarding copies of programs made for others free of charge? And finally, is it illegal to buy videos or CDs off of E-bay? Thank you.

There is no such one year limit.
The policy on copying copyrighted programs free of charge for others is that you should not do it.
It is not illegal to buy videos or CDs on eBay. But, you can probably buy illegal videos or CDs on eBay and the possession of them might be illegal. Unless you are a major offender, you will probably be below the radar screen. Copyright owners are after the mass producers and mass sellers of illegal stuff, not after the purchaser or possessor of a few illegal videos.
