Legal Question in Disability Law in California

My 54 year old brother is a severe alcoholic and is so far gone he has been hospitalized after a stay in jail. his Doctor stated that his has dementia and will need 24hour care. His wife has filed for divorce and will not help. They are still married and she has pawned my brother off on my 83 year old Mother who is a dialysis patient and barley able to care for herself. I would like to know what i can do to push his soon to be ex-wife to fill out paper work for social security to get him placed in a facility. She has sold their home and dumped him on my mom. My brother has not had his right mind for over a year and is not able to make dicisions for himself. Please point me in the right direction!

You could hire an attorney to file for Conservatorship or Guardianship over him, but you could also contact the Public Guardian's office to see if they will take action to protect him, so you don't have to pay for private counsel.
