Legal Question in Disability Law in California

my 14 year old child was taken to cps by his grandmother on a court ordered visit with her and made false claims of abuse and neglect. cps took him into custody and temporarily placed him with her. Can they do that without conducting an investigation? Now they are looking at taking my 2 year old as well. I feel like they violated my rights for talking to him without my permission
