Legal Question in Disability Law in California

can my 23 year old daugher with a learning disabilty be held responsible for breaking a rental agreement, when her supportive staff allowed her and her boyfriend, also disabled, to enter a year lease contract in a apartment?

They can no longer live with eachother, and they have a 3yr old son.
