I would like to know once a complaint has been filed with the DFEH can a lawsuit be bought against the other party during the investigation?

Upon getting a 'right to sue' letter, yes, but then the investigation is stopped upon issuance. I never advise people to depend upon agency investigation, they have thousands of cases. If you have a valid case, you'll need to get an attorney and sue. Better to do it sooner, rather than later. Feel free to contact me if seriously interested.

No. You will not have standing to sue until the DFEH issues a right-to-sue letter. You may request DFEH to terminate the investigation and issue that letter at any time, or you may let the DFEH proceed to conclusion and then let it issue the letter.
