in california, is it the tenant responsiblity to make an apartment handicap equiped

Landlords at 'most' places are responsible for providing 'access' features such as placard parking spots, sidewalk ramps, legal width front and bathroom doors, etc. that are required by law. There are plenty of other 'equipped for use' items available that are not required of landlords, that could be installed by tenants without penalty, like tub rails. No, landlords do not have to substantially rebuild or refurnish their apt's. If you believe you are denied legally required features, after attempting to resolve it with the landlord you may contact the EEOC with an ADA claim for investigation.
