Legal Question in Disability Law in California
If an employee at the executive level (director) in California was laid off due to job elimination (restructuring), given a severance package and four months later the same job is advertised does that employee have any type of priority - rights for rehire (there was no problems with employment performance)

No. Only civil service or union contracts have any 'rehire rights'.
