Legal Question in Disability Law in California

How can I have someone take over my father's finances? He has 1400 a month and spends it all on scratchers every month ,and gets late fees on his one credit card, he won't spend money on food. i moved him into my house because he was living in a dirty house and had no food in the cabinet. MY MOTHER DIED AND LEFT 10,000 DOLLARS AND HE HAD IT ALL SPENT IN 6 MONTHS ON SCRATCHERS.
