Legal Question in Disability Law in California

My wife has PTSD and Emotional Assistance Dog tag for her Yorkshire terrier. Does this provide protection against a no pet policy in California apartments? If so where can I get a copy of the law to show owners?

IF she has medical certification of need for an assistance animal, and IF she gets the animal certified, then the animal is allowed almost anywhere, despite lease provisions. It would be a legal violation to deny it access. If that is really the case, then contact a local civil rights attorney.
