Legal Question in Administrative Law in California

501(c)(3) public charity

Hi!

We are 3 people (1 US Citizen + 2 foreign scientists) who want to register a science laboratory as 501(c)(3) public charity nationwide(starting with CA) and to receive public donations for the advancement of science.

1) What type of organization would best in this case?

2) Can a foreigner register this organization, making the US Citizen be the lead/head of this organization?
