What can be done to aperson who owes money and dosent want to pay it back but, there was no agrrement sign.

sue them and try to prove your case. Small claims court goes up to $7500. Over that you have to file in Superior Court, and should have an attorney. Feel free to contact me if that is the case and you're serious about doing it right.
