Legal Question in Administrative Law in California

Discrimination

in 1999 I was hired by a major corp. I was hired as a customer service supervisor. the first day I started I was told that the gsm wanted someone else to work that position. I needed the job so I was told to train this person for the position. due to my back ground in 2003 I was asked to work in there collection dept . I'm still working in the department. now from 2005 to 2008 there has been several management position opened , and I applied for these position. I have been in this industry for over 20 years, and held the regoinal credit manager, customer service position for years. here are the issues, this company does not have any hispanic in upper management. As I applied for the positions I was told that they have been field. The persons that field these postions were friends or famiely menbers.I passed ever interview with personal, and yet I was never hired.Again I applied for another managers position, and every manager agreeded that I was qualifed for the postion, and again th GSM said no keep looking.. Every psotion I applied for they were filled by personal friends or familey members . the last postion was given to someone thats only been a manger for 2 yrs?
