Former Employee's rights to Personnel Files

My Son in law was released from a tech position. He suspects he has been bad mouthed by the supervisor (I had the same problem with her) and has requested a copy of all of his personnel file. She is refusing to give him anything other than the basic information. Does he have a right to copies fo everything?

No. He can view the file, but they only have to provide copies of things he signed.
