Legal Question in Administrative Law in California
May a nonattorney represent someone else at a mediation and/or arbitration in the State of California?
Please advise.

The other answers are partially correct. It is best to be represented by an attorney. An arbitration requires that you be represented by an attorney though you can represent yourself. With regard to mediation, special education matters permit representation by an advocate who is not an attorney. Special education is primarily governed by Federal statutes that permit advocate representation in mediation.
